Mayor Howard stated that he is “pleased to represent the Village as mayor” at the organizational meeting held on January 3, 2012.
He noted that he is also hoping to have a positive year in 2012 for the citizens of Enon. Howard provided a list of goals and topics for the year at the end of the meeting. On this list, Howard included a desire to review the current and future projects with department heads and look at employee conduct. In the area of personnel, Howard will be looking at vacant positions and pre-employment requirements. He also noted a completed committee and legal review of the employee policy manual and the Enon Police Department manual. The water works is a very familiar area for the new mayor, and on the list were included Cardinal Drive and Main Street cleaning of the tanks, automatic meter reading, safety trainings, and water rate increases. Under wellhead protection, Howard hopes to confirm the members of the protection plan committee and recruit new members. He would also like to have the committee discuss wellhead ordinances and have staff perform site surveys. In looking at the public safety area, Howard will review the need for cruiser purchases, status of the K-9 unit, the evidence room policies, officer training, video cameras, and possible new radios. In other areas vital to the Village of Enon and the surrounding township areas, Howard noted a need to recruit and appoint members for a long-range planning committee that he would like to establish. He suggested that topics of study would be needed along with a timeline for completion and implementation. For zoning and property maintenance codes, the new mayor would like a review of the current regulations, property code revisions, and a zoning map on the Clark County Auditor’s GIS system. In the area of operations, Howard noted the need for new playground equipment and a new shelter house for the parks. He would also like to check on the Galloway Park soccer field use. For streets, the mayor would like to have a street maintenance list by priority, along with a crack sealing program and equipment. He will also be looking at the lighting on Main Street. Under financials, Howad listed appropriations and budget, police levies, general fund levy, and UAN system. Moving into a new year, Mr. Howard will also be looking at a possible bus route and decorations for the holidays downtown. It is just the beginning of a new year for the Village of Enon, and Mayor Howard, in his first days in office, is taking on a number of ideas and putting together a vision of what the town will look like as we move into the future and meet the needs of an ever changing community. |
