Enon resident Ned Clark was arrested and charged with disturbing a public meeting at the July 27 Enon Village Council meeting.  Clark was taken to the Clark County Jail for processing.

Clark had been placed on the meeting’s agenda and was informing council about the problems he was having getting public documents from the Village.  He asked the mayor what happened to the documents.

“I’m not going to comment to you,” said Mayor Vernon.  “This is in litigation.”

Clark asked if the Mayor was invoking his 5th amendment rights against self incrimination.

“I’m not going to comment to you,” said Mayor Vernon.

Clark then stated that the Mayor was in the courtroom of public opinion, whether he liked it or not.

Vernon replied, “Mr. Clark, I’m not going to be spoken to like that.”

Clark then stated that he was not going to be accused of “being a liar.”

“Mr. Clark, I’m just asking you right now, okay?  I’m not going to be spoken to like that and if you continue, you will leave this chamber, okay?”

“I am not going to be accused of being a liar by you,” said Clark.

Vernon then asked Chief Troy Callahan to remove Clark from the meeting.

“You charge me with a crime,” said Clark.

Callahan then arrested and handcuffed Clark.

Clark was released on bail within a few hours.

Disturbing a public meeting is a fourth class misdemeanor.
